Cogsworth was the 'Head of the Household' of a nice estate. Everything was fine and dandy before it was taken over by Rumpelstiltskin, who turned them all into inanimate objects.

Storybrooke

Cogsworth works for Rumpelstiltskin as the head of the restaurant and tea house 'La rose enchantée', bossing the staff around and the like.
He swears used to be a high-class butler, but no one seems to know anything about that.
